VLCT Appoints Morrisville’s Seth Abbene as CFO

Montpelier, Vt., June 1, 2021. The Vermont League of Cities and Towns announced today that Seth Abbene has been appointed Chief Financial Officer. Abbene will oversee VLCT’s $6 million annual budget and will help administer the organization’s property and casualty insurance trust and unemployment trust.

“Vermont local government will benefit from Seth’s extensive experience in finance and his proven understanding of the insurance industry,” said VLCT Executive Director Ted Brady.

Abbene’s career encompasses accounting, treasury, business analysis, auditing, and risk management functions. For more than 10 years, he served as Manager of Treasury Operations and Billing at Blue Cross Blue Shield of Vermont. Previously, he worked for Jefferies, Morgan Stanley and People’s United Bank. Abbene attended the University of New Hampshire and received his M.B.A. from the University of Vermont. He lives in Morrisville with his wife and two children.

“I intend to ensure our members receive the best possible value for their membership,” said Abbene. “This means continuing to ensure that every penny of their dues is put into services that help local officials serve the public.”

The Vermont League of Cities and Towns is a nonprofit, nonpartisan organization founded in 1967 to serve and strengthen Vermont local governments. VLCT is owned by Vermont’s 246 cities and towns and serves another 138 member units of local government from villages to fire districts. VLCT provides training to municipal officials, educates the public about the importance of local government, supports legislation that strengthens local government, provides insurance coverage for municipalities, and operates a Municipal Assistance Center for consultation on a wide range of municipal issues.
