
The Vermont Agency of Transportation invites municipalities to participate in the Municipal Roads Grants-in-Aid Program, which provides funding for municipalities to implement best management practices (BMPs) in accordance with the Vermont Department of Environmental Conservation Municipal Roads General Permit (MRGP).
Municipalities must send a signed Letter of intent by May 23, 2025, to be eligible.
What Does This Program Fund?
The program will fund up to 80% of the municipality’s documented construction expenses, including in-kind support, for Best Management Practices (BMPs) on hydrologically connected roads. Eligible BMPs include:
- Grass and stone-lined drainage ditches and stone check-dams
- Turnouts, cross culverts, and other disconnection and infiltration practices
- Lowering of high road shoulders
- Installation or replacement of drainage culverts and driveway culverts on non-perennial streams within right-of-way and installation of culvert headwalls and outlet stabilization
- Stabilizing conveyance zones
- Addressing gully erosion on Class 4 roads
- Stabilizing catch basin outlets

Municipalities must submit a signed Letter of Intent to Participate by 05/23/25.
What Will Make Our Application Competitive?
- Municipalities that submit the required Letter of Intent to Participate by 05/23/25 are guaranteed a grant award. Your final award may be increased based on the number of municipal participants.
- Municipalities must be compliant with MRGP requirements at the time of award. Confirm your compliance status at Report Viewer. Annual reports and operating fees were due April 1st.

Where can my community find help with grant writing or administration?
VLCT published a resource, Increasing Municipal Capacity for Grants, that offers ideas for assistance with grants. Many of the capacity builders also provide project management services. Hiring experienced project management assistance can increase the speed of project development and help avoid cost, permitting, and other development surprises. The Grants in Aid program offers 10% of an award amount up to $1,500 for administrative support.
