Complete Your Annual Municipal Roads General Road (MRGP) Checkup

The Vermont Municipal Roads Program is reminding towns about their requirements for compliance with the Municipal Roads General Permit (MRGP). Complete the annual checkup below to confirm your town's status.

Annual Municipal Checkup

Check for overdue fees and annual reports on the Administrative Compliance Status Dashboard. Fees and reports are due on April 1 annually. Find your municipality’s fee on the list of prorated MRGP annual fees. The updated, one-page Annual Report form can be found on the MRGP website.

Check MRGP implementation compliance status using the MRGP Implementation Table Portal Progress Report. Municipalities are required to upgrade 7.5% of non-compliant hydrologically-connected road segments to MRGP standards annually.

Report upgraded road segments using the MRGP Survey 123 mobile application or the MRGP web-based Reporter Tool. Field workers should delete and re-download offline areas and survey forms if survey is not working properly. The maps include segment and outlet status layers that are updated weekly. Changes to Survey 123 are coming on April 1st to make assessments faster.

Stabilize bare or unvegetated areas. The MRGP requires stabilization of bare or unvegetated areas following construction and soil disturbance on hydrologically-connected road segments. These areas shall be revegetated with seed and mulch, hydroseeded, or stone lined within 5 days of disturbance of soils or, if precipitation is forecast, sooner.

Financial Assistance to Upgrade Roads

The State provides financial assistance to help municipalities upgrade roads to MRGP standards through the Municipal Grants-In-Aid program. Watch for a letter from VTrans about these grants in early 2025.

VTrans Better Roads Grant funding can be used to implement road best management practices (Category B) that will assist municipalities in meeting MRGP implementation requirements. The next application cycle is fall 2025.
