The Town of Upton, Mass. (pop. 7641+/-), is seeking an experienced, proactive, and community-oriented leader to serve as its second Town Manager. The Town of Upton changed its government to a strong Town Manager position through a special act of the Legislature (Chapter 391, Acts of 2008). The Town's previous Manager recently accepted a position in a larger community in Massachusetts. Located 13 miles south of Worcester and 35 miles west of Boston, this quintessential New England suburban community serves as an ideal commuter town for workers in both of those major cities. Upton is proud of its significant open spaces, abundant recreational opportunities for its residents, maintaining its small-town image by managing growth, and providing first rate services to ensure a high quality of life for its predominantly residential population. Upton is led by a three-member Board of Selectmen and has a traditional town meeting form of government.
The Town Manager oversees 64 full-time employees and a combined budget of approximately $20M (including costs of the independently administered regional school district). The Town collects approximately 94% of its tax revenues from its residential population.
The successful candidate must have experience in local government operations, municipal finance and law, HR/labor relations, strategic planning, and community-based problem solving. Strong interpersonal, written, and verbal skills are essential, as is demonstrated experience in providing excellent customer service. Preferred qualifications include an advanced degree (Master’s level), with a minimum of seven years of progressive municipal management and leadership experience.
