              In this opening session, we will discuss the statutory authority of the town health officer and the local board of health. We will pay particular attention to defining a “public health hazard,” the tools needed to conduct a proper investigation, enforcement options, and writing effective health orders.

The Director of Code Enforcement and Town Health Officer for the City of Burlington is responsible for overseeing rental housing inspections for nearly 10,000 rental units. In this session, he will review best practices for conducting these inspections and identifying violations of the rental housing health code.

              Rental housing inspections can often lead a town health officer to trying to navigate landlord-tenant issues. In this session, you will learn the basics of rental housing laws in Vermont and some best practices for responding to public health issues.
