FEMA Public Assistance 9500 Series Policies 1998-2015
The Public Assistance Regulations and Policy Branch has published the FEMA Public Assistance 9500 Series Policies 1998-2015. This document consolidates all previously published Public Assistance 9500 Series policy and guidance documents from 1998 through 2015. This document includes the 9500 series policies, policy and guidance memos, and fact sheets. The majority of these policy and guidance documents have been superseded by the Public Assistance Program and Policy Guide, first published on January 1, 2016.
This collection of archived policies are now contained within one searchable document. This should alleviate issues with finding old policies in determining which policies were in effect for which disasters. This is a handy document to bookmark.
In May, the Division of Emergency Management and Homeland Security will instruct a Debris Management/Monitoring class to discuss types of debris that could be found following a disaster event, and the issues and recommended actions necessary to plan for, respond to, and recover from a major debris generating event. The management portion of the course will discuss compliance with laws and regulations, contracting procedures, debris management site selection, volume-reduction methods, recycling, special debris situations, and supplementary assistance.
Monitoring debris removal operations requires comprehensive observation and documentation of debris removal work performed from the point of debris collection to final disposal. The debris monitoring portion of the class will discuss constant observation of debris removal crews to ensure that workers are performing eligible work in accordance with PA guidelines and all applicable federal, state, and local regulations. Failure to properly monitor debris removal operations may jeopardize Public Assistance funding. Accurate documentation of debris removal and disposal operations and eligible associated costs is the outcome of a good debris monitoring program.
